The NC Dept of Environment & Natural Resources (NC DERN), Division of Water Quality has identified nonpoint source pollution as the primary source of degradation of freshwater rivers and streams in NC. The most widespread nonpoint sources of pollution are agriculture, urban runoff and construction.

Following the success of the NC Agricultural Cost-Share Assistance Program to address agriculture’s contribution to nonpoint source water pollution concerns, the Community Conservation Assistance Program (CCAP) was developed to address the urban contributions to nonpoint source pollution. Through authorizing legislation, Session Law 2006-78, the NC Soil and Water Conservation Commission identified 15 CCAP Best Management Practices (BMP), developed program rules and established an average cost list.

The CCAP is a voluntary program that targets urban, suburban and rural landowners to help them reduce their contribution to nonpoint source pollution. CCAP will not be used to aid new development, nor meet requirements of existing regulations.  The CCAP will reimburse up to 75% of the average cost of the installation of qualifying BMP’s.

 

Current CCAP BMP’s include:   Backyard Rain Garden Backyard Wetland Cistern Critical Area Planting Biorentention area Stormwater Wetland Well Closure  (hand dug only) Impervious Surface Conversion Riparian Buffer Stream Restoration Streambank Protection Diversion Grassed Swale Pet Waste Receptacle Permeable Pavement  (only available in Costal Plains or Sandhills regions of North Carolina)
