Manage department records. Responsible for the administration and reconciliation of petty cash account. Department representative for various annual and ongoing committees. Provides detailed administrative and analytical assistance for special projects. Develops weekly and monthly reports. Knowledge of general accounting principles and purchasing activities preferred. Ability to establish and maintain effective working relationships with users, peers, department officials and other external contacts essential. Proven effective oral and written communication essential. Proven working experience in advanced Microsoft Office applications essential. Must have proven effective customer service and organizational skills. Requires completion of high school or equivalent and four years of progressively responsible secretarial or clerical/administrative/office management experience; or completion of a two‑year secretarial science or business administration program and two years of progressively responsible secretarial or administrative management experience; or completion of a four‑year program in a college or university preferable with major emphasis on course work in business administration, public administration, or other related field; or an equivalent combination of education and experience.

Coordinates the development and implementation of parent and family advocacy training, support for parents with teens/youth and parent leadership efforts; ensures the planning, development, implementation, evaluation and management of parent training and leadership initiatives for the Strengthening Families Coalition which includes community partnerships and avenues for in-kind and financial support. Must possess excellent written and verbal communication skills; group facilitation; ability to communicate and work with a diverse group of individuals, groups and organizations; and ability to work well in a collaborative team environment. Experience working with public schools and bilingual skills preferred. Requires a bachelor’s degree and two year experience in a human service field.

Performs technical and professional work designing, monitoring and maintaining the data base applications of The Durham Center. Manages all information system applications ensuring ongoing maintenance, modification, enhancement and upgrades to meet the business needs of the department. Serves as project manager in working with vendors and consultants on equipment installation, database performance and program development. Provides supervision and staff development for subordinate County and contract employees. Requires a two year technical school degree in computer technology and two years of experience in the administration of a computer system similar to the one to be supported; or high school graduation and four years of experience in the administration of a computer system similar to the one to be supported; or an equivalent combination of training and experience.

Performs difficult technical and responsible administrative work in the supervision and management of the Tax Administration Office and staff; develops policies and procedures for the collection of taxes; interprets County and State laws governing tax collection; directs and coordinates the appraisal of personal property, collection and exemption programs; serves as Hearing Officer for the Debt Setoff Program. Requires any combination of education and experience equivalent to a bachelor’s degree from an accredited college or university and five years experience in tax assessment or tax collection, with two years supervisory experience.

Special Requirements: Within two years of employment, must complete training and obtain (1) certification from the NC Department of Revenue as a Personal Property Appraiser and Real Property Appraiser; (2) certification as a Deputy Tax Collector from the NC Tax Collectors Association; and (3) certification as a Personal Property Appraiser and Real Property Appraiser from the NC Association of Assessing Officers.

Durham County Library seeks an experienced, energetic and highly motivated individual to join the Marketing Division as the Development Officer. The Development Officer works closely with the Library Director, the Durham Library Foundation and the Grant Writer to establish goals and objectives to complete Phase 2 of The Campaign for the Library – Branching Out. Serves as the Library’s staff liaison to the Durham Library Foundation. Manages donor relations. Oversees maintenance of database, which includes donors to the Friends and Foundation, as well as prospects, elected officials and others. Helps process all gifts to Foundation, Friends and Library. Promptly prepares deposits, sends thank you notes and acknowledges tribute gifts. Communicates with donors about library programs and/or services. Educates staff on fundraising activities. Assists Library Director, Marketing Division, Program Committee and Leadership Council with special events and programs. Initiates and builds on partnerships with community organizations that could lead to collaborations, joint funding efforts and/or enhanced Library programming or services. Trains, organizes and motivates volunteers in the development effort. Excellent oral and written communications and presentation skills are required. Excellent planning and organization skills; basic knowledge of computer systems and applicable software; general knowledge of budgetary policies and procedures and financial management. Ability to communicate and work with a diverse group of individuals, groups and organizations. Knowledge of and involvement in Durham community affairs. Requires any combination of education and experience equivalent to a bachelors degree from an accredited college or university and 3 years experience in development, fund raising, public relations or a related field. (Human Resources – Employee Relations/Organizational Development Division)

Performs responsible work assisting in the administration of a variety of personnel functions including employee relations, organizational development, training and policy development. Develops organizational systems and interventions. Creates and modifies training modules for various human resource programs, conducts surveys and/or needs assessments, uses various assessment tools; MBTI, DISC, SWOT. Assists with an on-line performance evaluation and automated training and development system. Writes and/or reviews County policies and procedures to recommend changes. Assists in investigations and responses to EEOC complaints and grievances, tracks the status and maintains accurate records. Experience with mediation process. Researches and interprets statues, regulations, laws and rules pertaining to human resources; establishes and maintains confidential personnel files, complies analytical data for special reports. The ability to organize and prioritize assignments is essential. Prior experience with an integrated HR system and experience in multiple HR functional areas preferred. Requires a bachelor’s degree in business administration, personnel or other related field and two years professional experience in personnel administration.

Performs professional and technical network and systems administration for local and wide area networks; monitors, analyzes, configures and maintains network and systems infrastructures including common routers, switches, network services and enterprise application servers. Monitors systems performance, resolves faults and configuration issues with internal users and systems administrators and external support vendors, state and other agencies. May work on or lead project teams. Requires any combination of education and experience equivalent to a bachelor’s degree in computer science or related field and two years of experience in networking design and installation. Technical Certifications (CCNA, MCSA, Network+, Security+, etc…) and experience with enterprise applications (Microsoft Exchange, Microsoft SQL, Citrix), highly desirable.

Plan and provide community group nutrition education to middle school-age children targeting a culturally-diverse, at-risk population through classroom lessons, health fairs, taste tests, and school-wide promotions. Develop and conduct on-going program needs assessment and outcome evaluation. Distribute nutrition education to target audience through written materials such as newsletters and bulletin boards in addition to lessons taught in the classroom. Some early morning, evening and weekend work will be required. Requires graduation from a four year college or university with a bachelor’s degree in food and nutrition, public health nutrition, or dietetics and one year of nutrition experience; or completion of an ADA approved dietetic internship with ADA Commission on Dietetic Registration eligibility preferred; or an equivalent combination of education and experience. A master’s degree in nutrition experience or public health nutrition, NC dietitian/nutritionist license, experience in program development and implementation is highly desired. Candidates with bilingual skills, preferably in Spanish. Valid NC driver’s license and reliable transportation a must.

Provides medical nutrition therapy to individuals in prenatal and high-risk obstetric clinics. Conducts in-depth nutrition assessments and develops plan of care with clients as it relates to their medical problem/conditions and follows clients as necessary for appropriate interventions. Develops clinic and community interventions focusing on pre- and inter-conceptional nutrition and breastfeeding promotion; serves as lead staff person in these focus areas. Requires excellent written and oral communication skills and ability to work well independently and with a team. Requires graduation from a four-year college or university with a bachelor’s degree in foods and nutrition, public health nutrition, or dietetics and one year of nutrition experience; or completion of an ADA approved dietetic internship with ADA Commission on Dietetic Registration eligibility preferred; or an equivalent combination of education and experience. A master’s degree and clinical skills highly desired. Candidates with bilingual skills in Spanish preferred.

Plans and presents dental nutrition education to pregnant women and families with young children. Develops and maintains collaborations with a wide variety of agencies. Provides professional training classes. Develops media outreach and educational materials. Conducts program needs assessments and program evaluation. Contributes to grant proposals and reports. Must have good written and verbal communication skills, take initiative and work independently and with a team. Experience in educating pregnant women and families of young children, developing curriculum and educational materials, and working with diverse audiences desirable. Familiarity with social marketing techniques preferred. Prefer masters degree in public health nutrition and bilingual in Spanish. Requires graduation from a four year college or university with a bachelor's degree in foods and nutrition, public health nutrition, or dietetics and one year of nutrition experience; or completion of an ADA approved dietetic internship with ADA Commission on Dietetic Registration eligibility preferred or master's degree in nutrition or public health nutrition with ADA Commission on Dietetic Registration eligibility preferred: or an equivalent combination of education and experience.

Provides medical nutrition therapy to parents and caregivers of nutritionally high risk infants and children primarily in home visits settings. Conducts in-depth nutrition assessments and formulates plan of care for clients as it relates to their medical problem/conditions and follows clients as necessary for appropriate interventions. Provides regular consultations to other health care providers involved in client’s care. Must possess good written and oral communication skills and ability to work well independently and with a team. Requires a four-year college or university with a bachelor’s degree in foods and nutrition, public health nutrition or dietetics, and two years of nutrition experience plus ADA Commission on Dietetic Registration eligibility or a master’s degree in nutrition or public health nutrition and one year of nutrition experience, plus ADA Commission on Dietetic Registration eligibility; or an equivalent combination of education and experience. Prior experience in conducting home visits preferred. Valid NC driver’s license and reliable transportation a must.

Will work in the Family Clinic 11.5 hours per week and practice as a clinician in the delivery of health care related to contraception, prevention of pregnancy, detection and treatment of abnormal Pap tests, and prevention and treatment of Sexually Transmitted Diseases (STDs). Work includes obtaining complete histories and physicals on patients, performing diagnostic tests and assessing results, prescribing appropriate contraception, and providing appropriate counseling and referrals. Requires graduation from a Physician Assistant Program approved by the N.C. Board of Medical Examiners and “approved to practice medical acts” based on education and experience by the Board of Medical Examiners; or licensed as a Registered Nurse by the N. C. Board of Nursing, graduation from a Nurse Practitioner program approved by the N. C. Joint Subcommittee of the Board of Nursing and Board of Medical Examiners, and “approved to practice medical acts” based on education and experience by the Joint Subcommittee; or an equivalent combination of education and experience.

The SAP Portal Administrator is responsible for planning, installation, and configuration of all software components of SAP Enterprise Portal and required peripherals to promote the SAP infrastructure standards. Serves as the SAP portal architect; and provides daily administration, support and troubleshooting of the Portal landscape; works with developers on the design and build of portal applications; deploys applications and changes across the Portal landscape; assists in data migrations; deploys systems from test into production; is responsible for front and Back end Portal administration. The ideal candidate will have at least one implementation of an SAP Enterprise Portal (EP 5.0 or higher). Strong customer service and excellent communication skills required. Knowledge and experience in Java development and SAP Enterprise Portal development; knowledge on Portal integration with SAP R/3 and BW; experience with design and development in both SAP EP 6.0 and 7.0 landscapes including KM, CM, TREX and Application Integration Development experience with Java, WebDynpro, SAP NetWeaver 2004S, J2EE, JSP, SAP Enterprise Portal, JavaScript, HTML, and using object-oriented language. Experience with all layers of the portal infrastructure, i.e. portal core services, application integration, content management, and security desired. Requires an Associate’s degree in computer technology or related field and five years of SAP Enterprise Portal experience, including Employee and Manager Self Service application development and maintenance; or an equivalent combination of training and experience.

Coordinates the planning, implementation and evaluation of the Partnership for a Healthy Durham program; provides individual, group and community health education services in the areas of access to care, obesity and chronic illness, substance abuse, mental health, infant mortality, teenage pregnancy and sexually transmitted diseases; conducts outreach and screening for individuals at risk; researches and interprets data and trends for program of responsibility. Develops partnerships with key individuals and organizations to foster policy and environmental changes conducive to the health of clients and the community at large; serves in a leadership capacity on various subcommittees of the Partnership for a Healthy Durham; represents the Partnership on various agency boards and committees. Considerable knowledge of theories, principles and practices of Public Health Education. Ability to establish and maintain good working relationships with individuals, groups and communities; ability to stimulate interest and cooperation among Partnership members in carrying out planned activities. Good interpersonal communication skills and the ability to work effectively with various population groups is essential. Requires graduation from a four-year college or university with a major in health education and one year of experience in public health education or a related field; graduation from a four-year college or university and two years of experience in public health education; or an equivalent combination of education and experience. Master’s degree preferred.

Performs communicable disease investigation, surveillance and outbreak management; manages and coordinates patient care; provides nursing intervention as needed; assures treatment compliance according to standing orders and assures disease reporting as mandated by NC Communicable Disease laws. Predominate area of responsibility will be towards tuberculosis control and providing immunizations. Provides nursing care for students in 2-4 Durham Public Schools; provides instruction to students, staff and families regarding health issues and skilled procedures; consults with individual students, staff and families as needed. Teaches classes on particular health topics. Depending on schools, might organize groups within a school depending on school assignment. Requires a BSN degree, which includes a public health nursing rotation; or graduation from an accredited school of professional nursing and one year of professional nursing experience; or an equivalent combination of education and experience. Person in this position receives information on women who have recently delivered in an assigned geographical area and makes home visits to them and their babies. Visits include assessment of both mother’s and baby’s health and recovery, provision of health and parenting information, and referrals or resource information as needed. Requires a BSN degree, which includes a public health nursing rotation and one year of public health nursing experience; or graduation from an accredited school of professional nursing and two years of professional nursing experience including one year in public health; or an equivalent combination of education and experience. Must be licensed to practice as a registered nurse in North Carolina by the North Carolina Board of Nursing.

Provides coordination of a Volunteer Medical Reserve Unit. Creates system to identify volunteers in the community and prepare them for emergencies. Recruits, trains and retains local medical and public health volunteers. Focuses efforts on activities associated with bioterrorism, emerging pathogens and local public health preparedness. Requires a BSN degree which includes a public health nursing rotation and two years of public health nursing experience; or graduation from an accredited school of professional nursing and three years of professional nursing experience, two of which must have been in public health; or an equivalent combination of education and experience.
