Mission Statement Child Support Services promotes parental responsibility by locating non-custodial parents, establishing paternity, support and medical obligations, enforcing existing child support orders and collecting child support. This service is available to the general public for a fee of either $10 or $25, which is determined by a sliding fee scale.
Directions and Map The Child Support Establishment Office is located at 300 North Duke Street, Durham, NC. Other Child Support services are located at 220 E. Main Street in the Social Services Building, across the street from the County Courthouse. If you are unsure which location to go to, please call 560-8900.
Payment Information If you are the client or the person who receives child support and want to check on the status of your payment, you will need your MPI # and please call 1-800-992-9457 or (919) 571-4120.
If a check has been mailed to you and you have not received it after 10 working days, you may visit our office and complete an affidavit to request another check. Please bring your picture identification with you.
If you are the non-custodial parent or the person making the child support payments, please make sure that your NAME, SOCIAL SECURITY NUMBER, and either your MPI # or DOCKET FILE # are on your check or money order to assure that your payment is credited to the correct account.

GENERAL INFORMATION
How to Apply for Child Support If you decide to apply for child support services, please fill in the application for services and the supplemental case information sheet as complete as possible. Additionally, you must sign the application for services and memo of understanding where indicated. You may also want to include a brief summary of your circumstances. For your convenience, a checklist of documents needed to complete your application is provided in the application packet below.
Individuals receiving Public Assistance (Work First Family Assistance or Medicaid) will be eligible for Child Support services free of charge. All others must enclose with your application a non-refundable money order or certified check of $25.00, or $10.00 if your gross income is below the federal poverty level. To determine if you qualify for the reduced application fee, please call (919) 560-8900 or see the chart below.

Once the application fee, the signed application and the supplemental case information sheet are received, your child support case will be opened and appropriate services will begin. Should we need more information, you will be contacted. If we need to see you, an interview will be scheduled.

Centralized Collection Information With the new NC Child Support Centralized Collections, all child support payments in North Carolina will be collected at one central location in Raleigh. Clerks of Superior Court will no longer accept child support payments. The new system processes all payments. If you pay child support to more than one family, the system will split your payment between them.
If you are paying child support, NC Child Support Centralized Collections makes paying your child support simpler. You will receive a payment coupon and a self-addressed envelope in the mail every month.
You will make your check or money order payable to NC Child Support. Be sure to include YOUR NAME, the MPI #, SSN, or DOCKET FILE #.

Tax Intercept Summary Information (Intercepting State and Federal Tax Refunds) The State and Federal taxes are certified during the third week in September of each year.
The law allows the State to intercept a non-custodial parent?s state tax refund whenever the arrears are $50.00 or greater.
The Federal tax refund will also be intercepted if the non-public assistance arrears are $500.00 or more and $150.00 or more for public assistance arrears at the time of certification. In order for Child Support to receive the refund the non-custodial parent must file a return and be eligible for a refund.
Your tax refund will be mailed from the State or Federal agency responsible for taxes to the NC Department of Human Resources (DHR). DHR will take the amount you owe and apply it to your arrears. Then they will refund any amount remaining to you. The process can take 4 to 6 months.
If you think that you do not owe the amount indicated on the letter concerning offset of your taxes, send a written request to your Child Support Agent asking for a copy of your pay record so you can compare this with your payment information.
