Impact Fee Information Sheet
N.C. Court of Appeals declares Durham County's school impact fee ordinance as invalid

As of January 1, 2004, Durham County is assessing an impact fee on all new residential construction. These impact fees are assessed at the time that a completed building permit application is filed and must be paid before a Certificate of Occupancy will be issued. The impact fees will benefit the Durham Public Schools capital needs.
The new residential impact fees are in the amount of:
  • $2,000.00 per dwelling unit for single-family detached housing including manufactured homes
  • $1,155.00 per dwelling unit for all other new residential construction including multi-family dwelling units
The fee will be assessed by the Durham City-County Inspections Department located in City Hall. All County impact fees MUST be paid at the Durham County Tax Administration Office located at 200 E. Main Street, on the first floor of the Old County Courthouse. The Tax Collections department will only be able to accept payment, and will not be able to answer questions or address exemption and credit requests.

For those building in either the Town of Chapel Hill or the City of Raleigh, but within the Durham County limits, the impact fee must still be paid in the Durham County Tax Administration Office, prior to the Certificate of Occupancy being issued by the applicable permitting office.

For all questions and to apply for an exemption, a waiver, an offset, or a voucher, please contact the County Manager's Office at 560-0000 and ask for the Impact Fee Administrator.

To Pay the County Impact Fee:
Go to the Tax Administration Office at 200 E. Main Street, on the first floor of the Old County Courthouse.

For all other County Impact Fee matters:
Call the Impact Fee Administrator at 560-0000.
