ADVISORY BOARD MEETING

The meeting was called to order by the chairman at 1:05 PM
A motion was carried by Gayle Harris to approve the minutes from the previous meeting; James Ellis seconded the motion. The motion carried unanimously.

Jo Iverson presented the program statistics for January and February 1999, highlighting 117 active cases, 18 terminations, and 2 completions for the month of January. In February there were 116 active cases, 12 terminations, and 4 completions, one of the completions was the first for the Just Us Program. The DRC program has shown a steady increase of referrals increasing the overall percentage of DRC cases at the center. Referrals for "Just Us" and 2nd Chance have dropped. It was noted that there are not many juvenile referrals from Adult Probation.

David Thompson noted that resources in the county are not being fully utilized, while children are being sent out of county. This program could and should support a certain population of juveniles coming through the system. Mr. Thompson asked what could be done to increase the number of referrals to fill capacity, because the staff was here and available. James Ellis stated that the two Probation Officers assigned to DRC would be in a position to supervise 60 offenders per officer. He hoped to identify some youthful offenders to participate and be supervised by these officers, who were interested with working with this type of population. Lao Rubert suggested more accountability on the part of Adult Probation Officers referring juvenile offenders. This program is structured for clients to be better supervised. Staff should highlight ongoing concerns, and should report them at each board meeting. One of the statistical goal is for the Center to reach its capacity of 140-150 cases and 25 for the Just Us Program.

Gudrun Parmer presented the budget for the upcoming fiscal year.

    • CJPP Salaries - 1 ½ Substance Abuse Counselor Position moved into CJPP Budget

    •                          1 Receptionist Position (50%)
                               2 Case Managers (50% each)
    • CJPP Operating Expenses – 33% of Rent
    • CJPP Direct Services – Employment, Halfway House
CJPP Contracted Services – Anger Management, Drama Therapy, Parenting Program, Health Department
    • Direct Services including Substance Abuse Counselor positions exceeds required 51% of total grant funding.
    • Governors Crime Commission Salaries – 1Case Manager, 1 SA Counselor
    • Governors Crime Commission Operating Expenses – 33% of Rent
It was noted that the "Just Us" Program will not be able to spend all of its first year allocation. Staff will ask the Governor’s Crime Commission to carry over $35,000 into the next fiscal year. It was also noted that the Criminal Justice Resource Center was trying to maximize the use of grant money and avoid the use of county money whenever possible. The CJPP application was approved with no opposition.

Gudrun Parmer presented the program update. The Employment Security Commission is now located on site. The ESC specialist has a direct computer link to the state system and a set schedule for seeing adult and juvenile clients. A new addition for the ‘Just Us’ program is Drama Therapy. Staff is working on coordinating with the YMCA to use their services once a week. N.C. Cooperative Extension provides nutritional classes for the "Just Us" program and the option for more classes is being explored. Coop Extension staff will also provide a Parenting Program for the adults. Family Counseling Services is providing Anger Management to adults as an evening class.

The Criminal Justice Resource Center will celebrate its Open House on March 18, 1999 with opening remarks at 2:30. Several clients have volunteered to be on hand to escort guests through the building and tell them about the program.

Other Business – It was discussed to move Advisory Board Meeting from every other month to quarterly meetings. It was decided to continue having the meetings every other month for now.

Judge Brown adjourned the meeting at 2:00PM The next Advisory Board meeting was set for May 19, 1999.
