1.     Citizen Comment—Charles S. Bostic

                                                                                                                                                             5 min.

Mr. Charles S. Bostic, 1708 Angier Avenue, has requested time on the agenda to make comments to the Commissioners about a legal issue. 

 

2.     Budget Presentation for Nonprofit Agencies Applying For FY 2006-07 Funding

                                                                                                                                                             2 hrs.

The Board is requested to hear presentations from nonprofit organizations regarding their requests for funding in the 2006-2007 Fiscal Year.

County Manager’s Recommendation: The Manager recommends that the Board receive the nonprofit presentations and incorporate into budget deliberations prior to finalizing the FY 2006-07 budget.

 

3.     Presentation of the 10-Year Plan to End Homelessness in Durham

                                                                                                                                                            45 min.

Durham County, the City of Durham, and the Triangle United Way have made an unprecedented commitment to end homelessness in Durham.  We are pleased to be one among 200 cities across the country that have either already developed a plan toward ending homelessness or are in the process of doing so.

 

        Durham’s 10-Year Results Plan to End Homelessness will move the City and County from simply managing homelessness through temporary and reactionary solutions to actively preventing and eliminating homelessness.  These strategies include:

·      Providing permanent, supportive housing

·      Providing comprehensive services that respond to the health and behavioral health care needs of the homeless (e.g., intervention, outreach, and case management)

·      Providing services that foster economic stability

·      Providing a broad system of services that are seamlessly coordinated

·      Implementing a system-wide data collection and evaluation process

 

        The 10-Year Results Plan to End Homelessness is based on the philosophy of Durham’s Results Based Accountability Initiative to improve outcomes for children, families, and the Durham community as a whole.  The 10-Year Results Plan supports the outcome that every citizen in Durham has access to adequate, safe, and affordable housing.  In addition, the 10-Year Results Plan incorporates Durham County’s award-winning System of Care model—an integrated network of community services and resources supported by active teamwork among families, professionals, and the community.  It also builds on the existing Community Assistance Data Base/Homeless Management Information System to track and evaluate results.  The 10-Year Results Plan builds on our community’s strengths by reinvesting resources and building stronger coordination and partnerships among service providers.

 

        A partnership of a 90-plus member Steering Committee and innumerable members of the community-at-large developed this sustainable plan of action.  Those involved in the planning process represent the health care industry; faith-based entities; the business sector; educational institutions; city and county governments; civic and professional organizations; and especially those who are homeless or previously homeless.

 

        The Management Advisory Team will present the draft plan, including the first year implementation budget, and request approval of the plan to ensure that all Durham residents have a place to call home.

County Manager’s Recommendation: The County Manager recommends that the Board receive the presentation and provide feedback to the Committee.  If the Board is ready to adopt the plan, it will be placed on the consent agenda for the May 8 Commissioner meeting.

 

4.     Durham County Human Services Complex Design Update—Project No: DC070-48

                                                                                                                                                            45 min.

The Board is requested to receive an update on the schematic design phase for the proposed Durham County Human Services Complex to be located on East Main Street.  This project is to build a new Human Services Complex to house the Department of Social Services, Public Health Department, and the Durham Center (formerly Mental Health).  This facility was included in the Durham County Facility Master Plan completed in 2000 and amended in 2003 to reflect the changes generated by the downsizing and reorganization of Mental Health.  The BOCC received a presentation on the programming and master plan phase of the project on May 2, 2005.

 

On October 25, 2005, the Board authorized the County Manager to enter into a contract with The Freelon Group Inc. to provide professional services for the design of the new Durham County Human Services Complex.  This effort is underway and the architect will provide an update to the Board.  This phase has involved a series of meetings with DSS, Public Health, and The Durham Center staff to determine the space needs and facility requirements.  A stakeholders' meeting was held on April 12, 2006, during which County staff and the architects presented the status of the project and received public input.  

 

This project consolidates delivery of human services and improves service delivery by providing adequate facilities for each agency along East Main Street.  The next phase of the project is design development.

        County Manager’s Recommendation: The County Manager recommends that the Board receive the presentation and provide direction to staff as appropriate.

 

5.     Additional Information on Durham County’s Vehicle Replacement Policy

                                                                                                                                                            15 min.

After review of the Durham County’s Vehicle Replacement policy at the last worksession, members of the Board indicated their interest in receiving more information on hybrid technology.  The Purchasing Division of the Finance Department has researched for more information through the Internet, contact with other local governmental agencies throughout the area, reporting from the Durham County’s fuel tracking system, and from information provided through the US Department of Energy.

        County Manager’s Recommendation: The Manager recommends that the Board view the presentation and present any further questions for discussion.
