10:30       Policy Goals and Directions – Process

·         Note: We will use the following process for each of the policy goals. The only difference is that we have allocated 1 hour each for Policy Goals 1, 2, 3, and 4; 45 minutes for Policy Goals 5.

 

1.       Staff Briefings (15-20 minutes)

·         Teams of department heads briefly summarize where we are, where we have been, where we’ve made progress, where not, what we have accomplished

·         Teams then identify what challenges remain, what emerging issues and needs you see, how your current allocation of resources matches up with these challenges and emerging issues, how you might re-program resources if you had the discretion to do so, and the 3-5 key things for the BOC to consider and think about

2.       Board Discussion (15-20 minutes)

·         What did you hear, what struck you, what didn’t you hear, are we on the right track, where else might you want the county to go, what’s missing or left out, where do you want to be in 3-5 years?

 

3.       RBA Goals (15-20 minutes)

1.       Board and staff address how these goals/strategies relate to the challenges and emerging needs identified by department heads, how current departmental priorities and allocation of resources relate to these goals/strategies, how these goals/strategies help the county move towards where the board wants to be in 3-5 years, and which of these goals/strategies the board would like staff to examine how to incorporate into their departmental work plans, priorities, allocation of resources, etc.
