“Public Charge"

 

The Board of Commissioners asks its members and citizens to conduct themselves in a respectful, courteous manner, both with the Board and fellow citizens.  At any time, should any member of the Board or any citizen fail to observe this public charge, the Chairman will ask the offending person to leave the meeting until that individual regains personal control.  Should decorum fail to be restored, the Chairman will recess the meeting until such time that a genuine commitment to the public charge is observed.

 

As a courtesy to others, please turn off cell phones during the meeting.

4.     Resolution in Recognition of Durham County Sheriff Worth Hill,
Elkins Photography Inc., Strawbridge Studios Inc., and The Herald-Sun

                                                                                                                                                           

Resolutions have been prepared in recognition of Durham County Sheriff Worth Hill, Elkins Photography Inc., Strawbridge Studios Inc., and The Herald-Sun.  These individuals and organizations played a vital role in retrieving photos for the Durham County Board Chairmen Photo Gallery.

 

County Manager’s Recommendation: The Manager recommends that the resolutions be presented and that Durham County Sheriff Worth Hill, Elkins Photography Inc., Strawbridge Studios Inc., and The Herald-Sun be recognized.

 

4a.   Presentation of Outstanding County Program Awards from the North Carolina Association of County Commissioners

                                                                                                                                                           

Durham County won a 2004 Outstanding County Program Award for its Little River Regional Park, submitted by Open Space and Real Estate Manager Jane Korest.

 

Mr. McGee has requested time on the agenda to present the award.

        County Manager’s Recommendation: The Manager recommends that the Board congratulate participating staff for receiving recognition.

 

5.     Proclamation in Recognition of Public Safety Telecommunicators Week

                                                                                                                                                           

A proclamation has been prepared in recognition of Public Safety Telecommunicators Week.

 

County Manager’s Recommendation: The Manager recommends that the Board present proclamation and urge citizens to acknowledge the contributions of these loyal public servants.  

 

6.     Proclamation in Recognition of 2005 Spring Litter Sweep

                                                                                                                                                           

A proclamation has been prepared in recognition of 2005 Spring Litter Sweep, which is the Department of Transportation’s annual roadside cleanup. 

 

County Manager’s Recommendation: The Manager recommends that the proclamation be presented and citizens be encouraged to participate.  

 

7.     Proclamation in Recognition of National County Government Week in Durham County

                                                                                                                                                           

A proclamation has been prepared in recognition of National County Government Week.

 

County Manager’s Recommendation: The Manager recommends that the proclamation be presented and that citizens be urged to acknowledge the contributions of County employees.  

 

8.     Consent Agenda                                                                                                                          

 

  1. RDU Grant Offer (approve the $7,229,652 grant offer from the Federal Aviation Administration for costs associated with runway safety area improvements);
  2. Recommendation of Consultant for Classification and Compensation Study (authorize the County Manager to enter into a service contract with Fox Lawson and Associates for an amount not to exceed $130,000);
  3. Renewal of Ambulance Franchises for Five Durham County Ambulance Providers (approve the franchise renewals for Bahama Volunteer Fire Department, Bethesda Volunteer Fire Department, Redwood Volunteer Fire Department, Parkwood Volunteer Fire Department, and Duke Life Flight);
  4. Budget Ordinance Amendment No.05BCC000050—Public Health—Recognize a $16,014 Increase in the Healthy Mothers Healthy Children Block Grant Funds from the N.C. Department of Health and Human Services for use in the Maternity Clinic;
  5. Budget Ordinance Amendment No. 05BCC000051—2004 Emergency Management Performance Grant (EMPG) (recognize $68,103 in grant revenue received from the North Carolina Division of Emergency Management, to be applied to Durham County Emergency Management);
  6. Budget Ordinance Amendment No. 05BCC000052—Social Services—Recognizing Direct Medical Funds for a total increase of $44,188); and

g.   Regional Transportation Development Plan (authorize the study).

 

9.     Public Hearing—Plan Amendment—Page Road Townhomes (A05-01)

                                                                                                                                                           

To hold a public hearing and receive public comment on a Plan Amendment for Page Road Townhomes (A05-01) amending the Durham Comprehensive Plan and adopt a resolution amending the Plan.

County Manager’s Recommendation: The Manager recommends that the Board conduct a public hearing and, if appropriate based on the comments received, approve Plan Amendment A05-01.

 

10.   Public Hearing—Zoning Map Change—Ellis Road/Northeast Creek Parkway (Case P04-41)

                                                                                                                                                           

To approve a request for a zoning map change for a 0.9- acre portion of a 35.68-acre site located on the northwest corner of the intersection of Ellis Road and Northeast Creek Parkway.  PIN 0739-02-89-4004 (partial), 0739-02-98-2580 (partial).

 

Request: RD, RSCH to RM-8(D), CT(D)

 

A development plan is submitted as part of the rezoning request.  Staff recommends approval.  The Durham Planning Commission conducted a public hearing on March 8, 2005 and recommended denial with a vote of 9-2.

 

The public hearing for this request was advertised on March 25 and April 1, 2005 in the Durham Herald-Sun.

County Manager’s Recommendation: The Manager recommends that the Board conduct a public hearing on the proposed rezoning and approve it, if appropriate, based on the comments received.

 

11.   Major Site Plan Approval—CCB-Bethesda (Case D04-700)

                                                                                                                                                           

To approve a Major Site Plan submitted by Duane K. Stewart & Associates, on behalf of Central Carolina Bank & Trust Company, for an additional parking area (19 spaces) totaling 8,630 square feet at an existing bank on a 1.305-acre site.  The proposed project is located at the northwest corner of the intersection of U.S. 70 and Mineral Springs Road and is accessed by existing driveways off both roads.  (PIN 0840-04-80-0930)

 

Staff recommends approval.  The Development Review Board recommended approval on March 4, 2005.

County Manager’s Recommendation: The Manager recommends that the Board approve the plan.

 

12.   Major Site Plan—AW North Carolina (D05-128)

                                                                                                                                                           

Arcadis G&M, on behalf of Shimizu American Corporation, has submitted a major site plan for a 68,030 square foot addition to an existing manufacturing facility for AW North Carolina on a 123-acre site, zoned I-2, RD and F/J-A. The property is located at 4112 Old Oxford Highway(PIN 0845-04-71-9998). 

 

Planning Staff recommends approval.

County Manager’s Recommendation: The County Manager recommends approval.

 

13.   Appointment to the Durham Planning Commission—Oak Grove/Carr Township

                                                                                                                                                           

At their March 28, 2005 Regular Session, the Commissioners voted to appoint a member to the Durham Planning Commission, Oak Grove/Carr Township position.  Three citizens applied for the vacancy and qualify for the position; however, no applicant received a majority of votes.  As Commissioner Cheek was absent at the March 28 meeting due to an illness, the Board is requested to vote again to appoint a member to the Durham Planning Commission in the Oak Grove/Carr Township position.
