Discussion of Findings and Recommendations of the

Health and Human Services Delivery Study

 

At the May 22, 2000 BOCC meeting, the Board received a presentation and report by Public Consulting Group in response to the following BOCC goal for fiscal year 1999-2000:

 

“To complete a comprehensive study that identifies and recommends best practices for delivery of health and human services to all citizens of Durham County."

 

Consultants from PCG Inc. provided a presentation of the findings and recommendations and answered questions related to the report.

 

The Board is requested to accept further information to support the recommendations of Public Consulting Group Inc. and give staff direction after further study analysis.

County Manager's Recommendation: The Manager’s recommendation is that the Board receive the report, discuss the findings, and instruct staff regarding any additional action.

 4.    Presentation of Outstanding County Program Award from the North Carolina Association of County Commissioners

 

“Neighborhood Nurse Project," a Durham County Public Health Program, has been recognized by the North Carolina Association of County Commissioners with an “Outstanding County Program" award.  This program was noted for its innovation.

 

The intent of the Outstanding County Program awards is to recognize and share information with other counties about programs that involve a uniquely innovative process, solution, or idea to address a county or multi-jurisdictional issue and/or to prevent a future problem from developing.

 

Ms. Gayle Butzgy, NCACC Director of Communications, and Wake County Commissioner Betty Mangum, Board member of the NCACC, will present the awards to Director of Nursing Gayle Harris and members of the team.

 

County Manager's Recommendation: Congratulate Ms. Harris as her staff members for receiving the recognition for this successful program.

 

 5.    Resolution for William Colville

 

County Ranger William Colville retired on February 28, 2001 following 44 years of service with the North Carolina Division of Forest Resources and Durham County Government.   A resolution has been prepared recognizing him for an outstanding career in public service.

 

County Manager's Recommendation: Approve the resolution and present to
Mr. Colville, along with sincere congratulations from the Board of County Commissioners for his extraordinary work.

 

 6.    Consider Adoption of Resolution Supporting House Bill 99

 

Representative Mickey Michaux introduced House Bill 99 on February 12, 2001.  The bill, entitled “An Act to Authorize Counties and Cities to Levy a Menu of Local Option Taxes if Approved by the Voters," provides a number of different sources of revenue that counties and cities can ask their voters to approve.  The proposed legislation has been referred to the House Committee on Rules, Calendar and Operations.

County Manager's Recommendation: The Manager recommends that the Board approve the resolution.

 

7.        Consent Agenda

 

a.       Street Annexation Petition—Strathmore Drive (Mayfair Subdivision Phase I) (adopt the resolution to approve the addition of Strathmore Drive to the state’s road maintenance system subject to the certification of eligibility by the appropriate officials of the NC Department of Transportation);

b.       Judicial Building Annex and Judicial Building Renovation Capital Projects Allocation (approve capital budget amendment No. 01CPA000008 and 01CPA000009 to establish the Judicial Building annex project and the Judicial Building renovation project);

c.       Budget Ordinance Amendment No. 01BCC000053—Library (approve Budget Ordinance Amendment No. 01BCC000053 for the Library to recognize and expend funds received in a donation and a grant from the Institute of Museum and Library Services through the NC Museum of Life and Science for the Library Youth Partners Program);

d.       Budget Ordinance Amendment No. 01BCC000054—Public Health—To Recognize Revenue for Health Education Division (approve Budget Ordinance Amendment No. 01BCC000054 for Public Health to recognize $7,500 from the State Office of Healthy Carolinians as pass-through funds for the Durham County Healthy Carolinians Consortium);

e.       Budget Ordinance Amendment No. 01BCC000055—Office of Juvenile Justice—Recognize New Revenues (approve budget amendment
No. 01BCC000055 appropriating revenues of $121,450 from the State Department of Juvenile Justice and Delinquency Prevention);

f.         Budget Ordinance Amendment No. 01BCC000056–Budget Reconciliation Amendment (approve the reconciliation changes in this amendment);

g.       Budget Ordinance Amendment No. 01BCC000057—Library (approve Budget Ordinance Amendment No. 01BCC000057 for the Library to recognize and spend revenues from Aid to Libraries Fund and FCC Schools and Libraries Program);

h.       Volunteer Fire Department Service Contracts (approve the service contracts with Bethesda, Redwood, Moriah, and New Hope Volunteer Fire Departments);

i.         Orange-New Hope Fire Service District (approve the expanded Orange-New Hope Volunteer Fire District in an effort to decrease emergency response times in that portion of Durham County);

j.         Appointments—Durham Visitor Sector Advisory Board (appoint the nominees);

k.       Resolution for Establishment of Policy and Procedures for Appointments to County Boards, Commissions, Committees, or Authorities (approve the changes to the resolution);

l.         Amendments to the Durham County Code of Ordinances Relative to Privilege Licenses (adopt the suggested ordinance carrying out the repeal of the majority of the privilege license taxes with the exception of the beer and wine taxes and the regulation of massage parlors);

m.     Reschedule April 2, 2001 Meeting (approve that the April 2, 2001 BOCC Worksession be rescheduled to Wednesday, April 4, 2001); and

n.   Adopt Resolution Requesting Release of Local Government Funds and Approval of Additional Sources of Local Revenue (review the language of the resolution, make any necessary changes, and adopt in a final form suitable for transmittal to the Governor and the County’s legislative delegation).

 

Note:  The purpose of a consent agenda is to handle consensus items with one motion to save time on meeting agendas.  Any item a Board member pulls for discussion should be placed at the end of the agenda so public hearings can be concluded as early as possible.  This will provide for the least inconvenience to the general public attending the public hearings.

 

 8.    Appointment of 2001 Board of Equalization and Review 

 

North Carolina General Statute 105-322 requires the Board of Commissioners to adopt a resolution to appoint the Board of Equalization and Review.  A resolution was adopted on February 26, 2001.  Each member of the Board of Commissioners should appoint one member to serve on the Board of Equalization and Review for 2001.  Commissioners must also consider a compensation rate.  The 2000 Board of
E & R compensation rate was $50.00 per session.  A session consists of a 3-hour block of time.  Due to the revaluation, the Board will be meeting more often and possibly longer than a three-hour session.

 

The Board of Commissioners must appoint a Chairman and a Vice-Chairman for the 2001 Board of E & R.

County Manager's Recommendation: Appoint the 2001 Board of Equalization and Review, establish compensation rate, and appoint a Chairman and a Vice-Chairman.

 

 9.    Board and Commission Appointments

 

Garry E. Umstead, Clerk to the Board, will distribute ballots to make appointments to the following boards and commissions:

 

·         Durham City-County Appearance Commission

·         Multi-Jurisdictional Transportation Demand Management Committee
