    4. Proclamation Recognizing "Information and Referral Awareness Week"

    A proclamation naming the week of May 9-15 as "Information and Referral Week" has been prepared for the Board’s approval. We are pleased to note that
    Ms. Carolyn Robinson, Reference Librarian at the Durham County Library, is a member of the North Carolina Alliance of Information and Referral Services.

    Approval of the attached proclamation which was requested by Commissioner Bowser.

    5. Resolution for "Communities In Schools of Durham"

    A resolution recognizing the work of "Communities In Schools of Durham" has been prepared for the Board’s approval.

    Approval of the attached resolution, which was requested by Oliver Johnson, Executive Director of Durham Communities In Schools.

    6. Consent Agenda

    1. Juvenile Crime Prevention Council (appoint Attorney Karen Bethea-Shields to the juvenile attorney position and Nick Then to the Sheriff’s position on the Juvenile Crime Prevention Council);
    2. Work First Plan Update (receive the Work First Action Plan monthly update for July 1998-June 1999);
    3. Review Ambulance Franchise Renewal/Modification Application (approve the ambulance franchises for the following providers: Bahama, Bethesda, Lebanon, Redwood, Parkwood Volunteer Fire Departments, Duke Life Flight/Life Care, and Johnston Ambulance Service);
    4. FY1998-99 Budget Ordinance Amendment No. 99BCC000050—Public Health (recognize $500 in grant funds in the School Health budget received from the American Cancer Society);
    5. FY1998-99 Budget Ordinance Amendment No. 99BCC000051—Public Health (recognize $2,811 in grant funds in the Maternal Health budget received from the NC Department of Health and Human Services); and
    6. Authorize the County Manager to enter into a contract with Advanced Imaging Systems Inc. in an amount not to exceed $271,787.49 to provide file conversion, and purchase the hardware equipment under the State Convenience contract in an amount not to exceed $265,711.96.
    Note: The purpose of a consent agenda is to handle consensus items with one motion to save time on meeting agendas. Any item a Board member pulls for discussion should be placed at the end of the agenda so public hearings can be concluded as early as possible. This will provide for the least inconvenience to the general public attending the public hearings.

    7. Public Hearing on Proposed Secondary Road Construction Program—Durham County (1999-2000)

    Mr. Jon Nance, P.E., Division Engineer, NC Department of Transportation, will present the Secondary Road Construction Program for Durham County (1999-2000). Others assisting with the presentation will be:
     

      Division Maintenance Engineer—Ricky E. Green Jr., P.E.
      District Engineer—Richard W. Hancock, P.E.
      County Maintenance Engineer—Durham County—Aaron S .Horton, P.E.
    Note the attached proposed secondary road program that is the subject of this hearing. I highly recommend that you read the attached state law which outlines the County Commissioners’ authority. Also note that if you change priorities, it impacts other priorities on the list.

    8. Regional Transportation Alliance Action Plan

    In January of this year, a group of over 35 government and business leaders was assembled to discuss transportation needs of the Triangle region. Over the course of ten weeks, this group reviewed and discussed various transportation improvement strategies, the financial shortfall necessary to implement needed transportation improvements, and a course of action which would help solve some of the problems facing the Triangle region. On March 15, 1999, the Regional Transportation Alliance endorsed an Action Plan to address some of the region’s transportation problems. This Action Plan is attached.

    Also attached is a draft resolution in support of the principles identified in the Action Plan.

    Mark Ahrendsen, Transportation Manager and staff to the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, will be available to answer questions.

    To receive a report on the Regional Transportation Alliance Action Plan and to approve a resolution in support of recommendations from the Action Plan.

    9. Public Hearing for the Proposed 1999-2000 HUD Consolidated Action Plan

    The City of Durham Department of Housing and Community Development (DHCD) requests that the Board of County Commissioners hold the public hearing to receive citizen comments on the proposed 1999-2000 Consolidated Action Plan on April 26, 1999. The adopted Citizen Participation Plan for use with the Consolidated Plan requires that the two public hearings be held prior to the submission of the Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD). The purpose of the first public hearing, which was held on January 25, 1999 was to receive public comments and proposals pertaining to HOME program needs in Durham. DHCD staff has simultaneously requested that the City Council hold a public hearing on April 19, 1999 to receive citizen comments on proposed uses of HOME funds in the upcoming program year.

    It is anticipated that approximately $953,000 in federal HOME funds will be received in the upcoming fiscal year. These funds will be used primarily for affordable housing activities in Durham. Funds are allocated by formula to participating jurisdictions, consortiums and state and local governments to operate affordable housing programs. The major goal of the HOME program is to expand the supply of safe, decent, sanitary and affordable rental and owner-occupied housing. HOME program activities are included as a part of the Durham Consolidated Plan and submitted annually to HUD for approval.

    Kendall Abernathy, Director DHCD has reviewed this request and recommends that the date of the County’s 1999-2000 Consolidated Action Plan Public Hearing be held on April 26, 1999. DHCD staff will attend the meeting to answer questions.

    10. Public Hearing—Healthy Start Education Inc. (Rezoning Case P99-3)

    Healthy Start Education will present to the Board of County Commissioners a request to rezone 9.6 acres on the east side of Junction Road, north of Dodson Street (TM 630-1-1, partial). Request: I-2 (Light Industrial District) to R-8 (Residential 8 District). The 2020 Plan supports Suburban Neighborhood uses. Staff recommends approval. The Zoning Committee of the Durham Planning Commission conducted a public hearing on March 9, 1999, and voted 7-0 to recommend approval.

    Neil Heinberg, Senior Planner, Durham City-County Planning Department, will be present to answer any questions of staff regarding the request.

    11. Public Hearing—Borden Bocook Commercial Real Estate (Rezoning Case P98-33)

    Borden Bocook Commercial Real Estate will present to the Board of County Commissioners a request to rezone 42.146 acres at Leigh Farm Road, northeast corner of NC Hwy. 54 and I-40. (TM 485-1-10, 10A, 11, 12, 13, 23, 23A; 487-1-1, 2, 3, 4A; 488-1-7) Request: R-20 (Residential 20) to OI-1(D) (Transitional Office and Institutional District and OI-2(D) (General Office and Institutional District); F/J-B and MTC. The 2020 Plan supports Suburban Neighborhood uses. The Southwest Durham Plan Future Land Use Map shows office use for the southern two-thirds of this site and low density residential for the remaining northern third of this site. Staff recommends denial. The Zoning Committee of the Durham Planning Commission conducted a public hearing on February 9, 1999, and voted 6-1 to recommend approval.

    Sheila Stains-Ramp, Senior Planner, Durham City-County Planning Department, will be present to answer any questions of staff regarding the request.

    12. Board and Commission Appointments

    Garry E. Umstead, Clerk to the Board, will distribute ballots to make appointments to the following boards and commissions:

    • Community Child Protection Team/Child Fatality Prevention Team
